Reframing the DSM (GUE/NGL version)

Was just reading trough the pleanry amendements tabled for wednesday's vote on the DSM directive and came across this AM by GUE/NGL that targets recital 1 of the proposed directive (which states the purpose). One could argue that in this AM they are attempting exactely what we have been thining about (note that they are keeping the DSM as a frame and try to restate what they think it should be abut.
